Welcome to the National Institute of Public Safety LLC (“National IPS”). By accessing or using our website, enrolling in our courses, or participating in our training programs, you agree to comply with these Terms and Conditions. Please read them carefully. If you do not agree with any part of these Terms, you may not access or use our services.
1. Definitions
“National IPS” refers to the National Institute of Public Safety LLC, its website, services, courses, and employees.
“User” or “You” refers to any individual or organization accessing National IPS services, including training courses, certifications, and website resources.
“Services” includes all training programs, certifications, educational offerings, online content, and support provided by National IPS.
“Courses” refers to both online and in-person training programs, including state-approved vocational and continuing education programs.
“Certification” refers to documentation issued upon successful completion of a course.
“Website” refers to https://nationalips.com, including all online platforms and tools provided therein.
“School” refers to National IPS as an educational institution providing instruction through digital and in-person formats.
2. Nature of School Services
National IPS operates as a private, for-profit vocational training provider offering professional development, continuing education, and certification courses. National IPS is not a Title IV institution and does not offer federal financial aid. Our courses are designed for workforce training and professional development and do not guarantee academic credit, state licensure, or employment unless explicitly stated.
3. Disclaimer of Liability, Indemnification, and Legal Waivers
Disclaimer of Liability, Indemnification, and Legal Waivers National IPS provides educational services and certifications on an “as-is” and “as-available” basis. While we strive to offer accurate and relevant content, we do not guarantee any specific outcomes. By using our services, you acknowledge and agree to the following:
No Guarantee: National IPS does not guarantee employment, licensure, or results from completion of any course. Compliance Is Your Responsibility: Users are solely responsible for understanding and complying with local, state, or federal laws and regulations in their jurisdiction.
Use at Your Own Risk: All course content and training materials are provided for general educational purposes only. You are solely responsible for how you apply or interpret the information.
No Liability for Course Use: National IPS shall not be liable for any injuries, losses, damages, or claims—direct or indirect—arising from your use or reliance on any content, services, or certifications, including physical training or on-the-job activities.
No Warranty: We expressly disclaim all warranties, express or implied, including but not limited to warranties of merchantability, fitness for a particular purpose, and non-infringement.
Limitation of Liability: To the maximum extent permitted by law, National IPS’s total liability for any claim shall not exceed the amount paid for the specific service giving rise to the claim.
Indemnification: You agree to indemnify, defend, and hold harmless National IPS, its officers, employees, instructors, affiliates, and partners from any and all claims, damages, liabilities, and expenses (including legal fees) resulting from: Your use or misuse of our services or certifications. Your failure to comply with any applicable laws or these Terms. Any third-party claims resulting from your actions.
Dispute Resolution: Before filing any legal action, you agree to first attempt informal resolution with National IPS. If unresolved, any dispute shall be resolved by binding arbitration under the rules of the American Arbitration Association. Arbitration will occur in Delaware, unless otherwise mutually agreed.
Class Action Waiver: You agree that any claim must be brought in an individual capacity and not as part of any class action, consolidated claim, or representative proceeding.
Waiver of Claims: By enrolling or participating in any service, you waive the right to bring any legal claim against National IPS based on course content, outcomes, or interpretation, except in cases of proven willful misconduct or fraud.
3A. Legal Disclaimer Regarding California Bureau of Security and Investigative Services (BSIS) Course Completion and Licensure
Completion of any training course provided by National Institute of Public Safety LLC (“National IPS”) does not, by itself, constitute licensure, registration, or certification as a security guard or any other regulated professional designation in the State of California or any other jurisdiction. Licensure and registration are issued solely at the discretion of the applicable regulatory authority, including but not limited to the California Bureau of Security and Investigative Services (“BSIS”), and are contingent upon the applicant’s full compliance with all statutory and regulatory requirements. Such requirements include, without limitation, meeting BSIS eligibility criteria, submission of a completed application, successful completion of Live Scan fingerprinting, and clearance of any required background investigations.
National IPS acts exclusively as a training provider and facilitator and makes no representations, warranties, or guarantees, express or implied, regarding any individual’s eligibility for, or receipt of, any license, registration, certification, or other credential issued by BSIS or any other regulatory body. Students and users acknowledge that it is their sole responsibility to understand and satisfy all requirements necessary to obtain and maintain any professional licensure or certification for which the training may serve as a preparatory component.
4. Admissions and Enrollment
Enrollment is available to individuals who meet the minimum age requirement (see Section 12) and agree to comply with these Terms.
National IPS reserves the right to deny or revoke enrollment for individuals who violate policies, engage in misconduct, or provide false or misleading information during the registration process.
National IPS Refund, In-Person/Hybrid, and Course Cancellation Policy
5. Refund Policy
National IPS maintains a transparent Refund Policy applicable to all courses. By purchasing, enrolling, accessing, or completing any portion of a course or service, you acknowledge and agree to this Refund Policy and the Terms of Service. Your use of our services constitutes a full, binding agreement to these terms.

Requests submitted through any other method may not be considered valid.
Our 72-Hour Worry-Free Guarantee
National IPS offers a 72-hour Worry-Free Guarantee from the time of purchase for all eligible courses, including online-only and hybrid (online + in-person) courses.
The guarantee does not apply to:
- American Red Cross courses (all are final, non-refundable, non-transferable)
- Specialized certification programs due to proprietary content
This guarantee provides students with the right to request a refund under the conditions outlined below.
Refund Request Requirements
To qualify for a refund under this guarantee, all requests must:

- Be received within 72 hours of purchase.
- Be submitted prior to Online Course Completion (for online-only courses) or Online Course Portion Completion (for hybrid courses), defined as follows:
For Online-Only Courses:
- Successful completion of all online lessons and quizzes; and
- Completion of the final lesson and/or final quiz, where applicable.
For Hybrid Courses (Online Course Portion + In-Person Session):
- Successful completion of all online lessons and quizzes; and
- Completion of the final online lesson and/or final online quiz, where applicable.
Important Note:
Completion of the online portion — whether in an online-only course or the online portion of a hybrid course — is considered a prerequisite for eligibility for refunds, course transfers, and issuance of certificates. Once the online portion is completed, the 72-hour Worry-Free Guarantee no longer applies, even if the in-person portion of a hybrid course has not yet been attended.
National IPS Training Location Distance Disclaimer:
Refunds will not be issued under any circumstances—regardless of purchase date or course completion—on the basis that the in-person training location is too far, inconvenient, or otherwise inaccessible. The official training location is clearly disclosed prior to purchase, and by enrolling, students acknowledge and agree to this policy.
General Online Courses
Refunds are only available if the student has not completed all online lessons and quizzes and submits the request within the 72-hour Worry-Free Guarantee period.
Definition of Online Course Completion
“Online Course Completion” means the successful fulfillment of and passing of all required online course components, including, without limitation:
- Completion of all lessons and quizzes; and
- Completion of the final lesson and/or final quiz, where applicable.
For the avoidance of doubt, completion of the final lesson and/or final quiz is required for a course to be deemed complete. A course shall be deemed complete immediately upon satisfaction of these requirements, regardless of whether a certificate of completion has been automatically issued. In the event that a certificate is not automatically issued due to a system error, the student may request issuance at any time by contacting our team via email at Contact@nationalips.com or through the contact form available at https://nationalips.com/contact/.
No refunds shall be issued once Online Course Completion has occurred. Online Course Completion is a prerequisite to all refund determinations, certification eligibility, and course transfer eligibility.
In-Person / Hybrid Courses
Courses may be fully in-person or hybrid (combination of online and in-person instruction).
- No refund shall be issued if the online portion of the course has been completed, regardless of in-person attendance, distance, scheduling conflicts, or date restrictions.
- No refund shall be issued for reasons related to location of training, distance, or travel limitations, as the in-person training location is clearly disclosed and agreed to prior to purchase.
- Refunds are only available if the online portion has not been completed and a request is submitted within 72 hours of purchase through the proper channels.
- Completion of all online lessons while failing to attend the in-person session does not qualify for a refund. In such cases, rescheduling or a course transfer may be offered at the sole discretion of National IPS.Where a refund is not available, students may request a course transfer to another National IPS course of equal or lesser value, subject to availability and approval via the proper channels.
- This includes but is not limited to the California BSIS Initial Security Officer Certification Course: AKA: The Powers to Arrest and Appropriate Use of Force Course.
Definition of Online Course Portion Completion
“Online Course Portion Completion” refers to the online component of a hybrid (online and in-person) course and means the successful fulfillment of and passing of all required online components, including, without limitation:
- Completion of all online lessons and quizzes; and
- Completion of the final online lesson and/or final quiz, where applicable.
For the avoidance of doubt, the online portion shall be deemed complete immediately upon satisfaction of these requirements, regardless of whether a certificate for the online portion has been automatically issued. In the event a certificate is not automatically issued due to a system error, the student may request issuance at any time by contacting our team via email at Contact@nationalips.com or through the contact form available at https://nationalips.com/contact/.
No refunds shall be issued once Online Course Portion Completion has occurred. Completion of the Online Course Portion is a prerequisite to all refund determinations, certification eligibility, eligibility to attend any required in-person training, and course transfer eligibility.
No refunds shall be issued once Online Course Completion or Online Course Portion Completion has occurred. Students must acknowledge this policy prior to purchase.
American Red Cross Courses
All courses offered under the American Red Cross brand are final, non-refundable, and non-transferable once registration is complete.
Specialized Certifications
All specialized certification programs are non-refundable due to proprietary content and evaluation mechanisms.
Completed Courses
No refund shall be issued for any course that has been completed, regardless of outcome or satisfaction.
Certificates
- Certificates are issued only after all course requirements are successfully completed, whether online-only or hybrid.
- Certificates may be automatically issued, or requested via email/contact form if system errors occur.
- Certificates are non-transferable and may not be shared, sold, or altered. Misuse may result in revocation and/or legal action.
State/Federal Rights
This Refund Policy is governed by applicable federal and state consumer protection laws. Where statutory rights exceed these terms, National IPS will comply.
Limitation of Liability
To the maximum extent permitted by law, National IPS shall not be liable for any indirect, incidental, special, or consequential damages, including lost profits, revenue, or data, arising from enrollment in or use of any course or service.
Indemnification
Students agree to indemnify, defend, and hold harmless National IPS, its officers, directors, employees, and affiliates from any claims, damages, liabilities, or expenses arising from enrollment, participation, or use of services.
Publication of Refund Policy
This Refund Policy, including the 72-hour Worry-Free Guarantee, is always clearly viewable in the following locations:
- On the website footer – Refund Policy
- On the Legal Terms page, accessible via the website footer
- On the cart page, in the “Worry-Free Guarantee” section under the clickable Refund Policy link, prior to checkout
- On the Terms & Conditions / Refund Policy page at checkout, prior to purchasing any course
By purchasing or enrolling in any National IPS course, the student acknowledges that they have read this policy, that it was accessible and visible prior to completing checkout, and agrees to be bound by its terms.
6. In-Person and Hybrid Course Acknowledgement, Location Disclosure, and Refund Waiver
Acknowledgement of Course Format and Location
By enrolling in or purchasing any National IPS course that incorporates an in-person training component—whether as a fully in-person course or hybrid—the student expressly acknowledges and agrees that:

Students must acknowledge that they understand the training location and agree to our Terms & Conditions and Refund Policy at checkout. Enrollment or purchase of any course cannot be completed without this acknowledgment and agreement.

Supersession of Prior Representations: This acknowledgment supersedes any prior oral, written, or implied statements concerning alternative course locations, unless a different location is explicitly specified in the official course information page for that specific course.
Refund Waiver Based on Distance or Awareness
Because the in-person location is explicitly disclosed prior to purchase, the student agrees that any claim for a refund based on geographic distance, inconvenience, or alleged lack of knowledge regarding the training location shall be invalid. Refunds under such circumstances are solely subject to the discretion of National IPS and must comply with all other refund requirements set forth in these Terms, including:

Binding Agreement & Legal Effect
By purchasing, enrolling, or accessing any portion of a course with an in-person component, the student confirms that they have read, understood, and agreed to this clause. This acknowledgment forms a binding contractual obligation and is incorporated by reference into the Terms and Conditions of Use and Refund Policy of National IPS.
This clause constitutes a full and enforceable waiver of any claim or dispute regarding the course location or distance from the training site, except as otherwise required by applicable law.
7. Course Cancellation
National IPS reserves the right to cancel or reschedule any course—online, in-person, hybrid, or American Red Cross—due to low enrollment, instructor availability, or unforeseen circumstances.
Students affected by cancellations will be offered the option to:

Receive a credit equal to the amount paid, applicable toward enrollment in a future course; or

Transfer enrollment to the next available session, subject to availability
No cash refunds will be issued for cancellations initiated by National IPS. National IPS is not responsible for any incidental costs incurred by students, including travel, lodging, or other expenses.
8. Code of Conduct
By accessing or participating in any National IPS service or course, you agree to adhere to the following conduct requirements:
- Professional Behavior: You shall treat all instructors, staff, and fellow students with professionalism, courtesy, and respect at all times.
- Prohibited Conduct: You shall not engage in any form of harassment, disruptive conduct, abuse, discrimination, or other inappropriate behavior during your participation in any course or interaction with National IPS.
- Compliance with Course Rules: You agree to comply with all course-specific rules, instructions, safety protocols, and any applicable policies communicated by instructors or National IPS staff.
- Enforcement: Any violation of this policy may result in disciplinary action, including but not limited to removal from the course or program without refund, revocation of access to services, and potential denial of future enrollment.
9. Certification Usage Terms
Certifications issued by National IPS are subject to the following conditions:
- Issuance Criteria: Certifications are awarded solely to individuals who have satisfactorily fulfilled all academic and practical course requirements as determined by National IPS.
- Verification: Each certification includes a unique serial number or digital identifier that may be used for authenticity verification by third parties.
- Non-Transferability: Certifications are issued on a personal basis and are non-transferable. They may not be sold, assigned, shared, or otherwise distributed to any third party.
- Misuse Prohibited: Any alteration, duplication, falsification, or unauthorized use of a certification is strictly prohibited and may result in revocation, suspension of services, denial of future enrollment, and/or legal action.
10. Academic Integrity
All Users are expected to maintain the highest standards of academic integrity. By enrolling in or participating in any National IPS course, you agree to:
- Submit only original work and ensure that all assignments, assessments, and examinations reflect your own efforts;
- Refrain from all forms of plagiarism, cheating, academic dishonesty, or the falsification of records or documentation;
- Adhere strictly to all testing protocols and evaluation procedures as communicated by National IPS;
Note: Violations of academic integrity standards may result in immediate disciplinary action, including but not limited to removal from the course, forfeiture of any certification, and permanent suspension from future enrollment.
11. Governing Law
This Agreement shall be governed by and construed in accordance with the laws of the State of Delaware, without regard to its conflict of law principles. All disputes arising under or relating to this Agreement shall be resolved exclusively in accordance with the arbitration provisions set forth in Section 3 above.
12. Data Privacy and Cookie Policy
Cookies and Data Privacy
- Cookies: Our website uses cookies and similar tracking technologies for essential site functionality, analytics, and advertising purposes. By continuing to use our site, you consent to our use of cookies in accordance with our Cookie Policy.
- Personal Data: We collect personal information necessary to provide our services, such as your name, email address, and payment details.

13. SMS Terms of Service

14. Insider Community Terms:
National IPS Insider Community Terms
Subscribers to the National IPS Insider Community (“Insider Community”) agree to the following terms:
- Benefits include exclusive discounts, course updates, and a one-time 10% discount applicable to the first course purchased.
- Membership benefits are personal, non-transferable, and may not be combined with any other promotional offers or discounts.
- National IPS reserves the exclusive right to modify, suspend, or discontinue any Insider Community benefits or offers at any time without prior notice.
15. Age Requirement
You must be at least eighteen (18) years of age or the legal age of majority in your jurisdiction to enroll, except where otherwise specified for youth programs. By enrolling, you represent and warrant that you meet the applicable age eligibility requirements.
16. Additional Terms for Certain Courses
Certain courses may not satisfy state licensing or regulatory requirements unless expressly indicated. You acknowledge and agree that it is your sole responsibility to verify the applicability of any course with the appropriate state licensing board or regulatory authority.
17. School Records and Student Information
Students may request copies of completion certificates or training records by submitting a written request to National IPS.
All records shall be maintained in accordance with applicable state laws and National IPS policies.
National IPS reserves the right to retain student data as necessary for regulatory compliance, verification, audit, and recordkeeping purposes.
18. Copyright and Trademarks
Copyright: All content, including but not limited to layout, design, data, text, images, graphics, logos, videos, and other materials (collectively, the “Content”) displayed on the National IPS website is the exclusive property of National Institute of Public Safety LLC (“National IPS”) and is protected by U.S. and international copyright laws. All rights in and to the Content are expressly reserved. You are strictly prohibited from using, reproducing, copying, distributing, modifying, publicly displaying, or otherwise exploiting any portion of the Content without the express prior written consent of National IPS, except as otherwise permitted by applicable law. Unauthorized use may result in civil and/or criminal penalties.
Trademarks: The trademarks, service marks, logos, and trade names (collectively, the “Trademarks”) displayed on the National IPS website are the exclusive property of National IPS or its affiliates and are protected under U.S. and international trademark laws. Use of any Trademarks without the express prior written permission of National IPS is strictly prohibited, except as expressly authorized herein.
Third-Party Content: Any third-party trademarks, logos, or content appearing on the National IPS website are the property of their respective owners. National IPS does not claim any ownership of such third-party intellectual property and inclusion does not imply endorsement or affiliation.
No License: Except for the limited, non-exclusive, non-transferable, revocable license granted to you to access and use the website pursuant to these Terms, no other rights, titles, or interests in any Content, Trademarks, or intellectual property of National IPS or its licensors are granted.
19. Force Majeure
National IPS shall not be liable for any delay in performance or failure to perform any of its obligations under these Terms due to causes beyond its reasonable control, including but not limited to acts of God, natural disasters, pandemics, epidemics, government actions or regulatory changes, civil unrest, labor disputes, or other unforeseen events or circumstances.
20. Account Suspension or Termination
National IPS reserves the right, at its sole discretion, to suspend or permanently terminate your access to our website, services, or accounts for violations of these Terms, abuse or misuse of the services, fraudulent activity, or any conduct deemed harmful to National IPS, its affiliates, or other users, without prior notice and without liability.
21. Updates to Terms
National IPS reserves the right to modify, amend, or update these Terms of Use at any time, in its sole discretion. Any changes will be posted on the National IPS website. Your continued use of the website or services following the posting of any changes constitutes your acceptance of those changes.
22. Severability
If any provision of these Terms is held to be invalid or unenforceable by a court of competent jurisdiction, such provision shall be severed from these Terms and the remaining provisions shall continue in full force and effect to the fullest extent permitted by law.
