What Is Senate Bill (SB) 652?

SB 652 updates California Business and Professions Code requirements for BSIS Guard Card training. The bill tightens enforcement around how the 8-Hour Initial Security Officer: Powers to Arrest & Appropriate Use of Force Course must be taught, certified, and completed.

Key SB 652 Guard Card Training Requirements You Must Know in 2026

 1.One Instructor Must Teach & Certify the Entire Course

SB 652 specifies that the Power to Arrest and Appropriate Use of Force training must be instructed in its entirety and certified by ONE instructor.

  • No splitting the course between multiple instructors or companies
  • No partial certifications
  • No piecing together hours from different providers

If a provider does not teach and certify the entire 8-hour course, your training may be invalid.

 2.Training Must Be Completed Within 6 Months of Applying

Under SB 652, security guard applicants must complete the Power to Arrest and Appropriate Use of Force training within six (6) months before submitting their Guard Card application to BSIS.

Training taken too early may:

  • Expire

  • Force you to re-take the course and repay fees

 3.Employers May Only Train Their Own Employees

  • The training is provided to their own direct employees, or

Employers cannot sell training to the general public unless they are a BSIS-approved training provider.

4. Law Goes Into Effect January 1, 2026

All Guard Card training conducted on or after January 1, 2026 must comply with SB 652. Training that does not follow these rules risks being denied or invalidated by BSIS.

Lure:

Split:

Why This Is Illegal

BSIS explicitly requires:

  • Taught and certified by the same provider
